The organisers would like to thank all the teams for participating in the inaugural MPPC 2011, and we hope that the experience has been as enriching and enlightening for all of you as it has been for us. The aim of this competition was to not only bring insight regarding public policy making to the public, but to also bring together bright, passionate youths who share common interests and dedication towards their country. After intense deliberation, 4 teams were chosen to proceed to the Finals Round. The finalists then battled it out in front of an audience that included members of the public.

Designing an Alternative Malaysian Transparency Index (AMTI)

Transparency International's (TI) Corruption Perception Index (CPI) is one of the benchmark indexes to evaluate the relative levels of corruption among almost all of the countries in the world. In the most recent 2010 index, for example, 178 countries were ranked.

In the Malaysian context, Malaysia's ranking in the index has been the subject of some attention whenever the index is updated on an annual basis. For example, according to Table 1, Malaysia's CPI Ranking has tumbled from 36 (out of 91 countries) in 2001 to 56 (out of 178 countries) in 2010. At the same time, Malaysia's CPI Score has also slipped slightly from 5 (out of 10) in 2001 to 4.4 in 2010. (10 being the best score and 0 being the worst)

For this portion of the Malaysia Public Policy Competition (MPPC), you have been tasked with an assignment, by the Malaysian Chapter of Transparency International, to devise a new Malaysian Transparency Index (MTI) that will be used specifically and exclusively to track the level of corruption in Malaysia. This purpose of this new index is to allow policy makers, politicians, academics, non-government organizations and other key stakeholders to better understand the underlying drives and sources of corruption and track these changes over time.

Your deliverable, which has to be completed through an online form by 5pm, Monday, 29 August 2011, will consist of the following components:

A critical evaluation of why the current global Transparency International (TI) Corruption Perception Index (CPI) may not be suitable to be used in the Malaysian context.
A proposal for an alternative Malaysian Transparency Index (MTI) to replace the CPI. This proposal will include details on the target group(s), the various areas of corruption which the index intends to capture, the method for collecting the survey responses, the practicality of the data collection methods, the methodology which will be used to calculate the index and the regularity of publication for this index.
An argument of how your MTI can be used more effectively by the various stakeholders identified above compared to the current CPI.

Your essay should not be longer than 3000 words. Please feel free to include charts, graphs, slides and other visual aids where necessary.

When completed, please fill in the form below and upload your essay in PDF format. The deadline for this essay is 5pm on Monday, 29 August 2011.

Your essay will be judged according to the following criteria:

The critical thinking demonstrated in analyzing the shortcomings of the current CPI, devising the alternative index and how the new index can be used by the various stakeholders.
The creativity demonstrated in devising the alternative index. Out-of-the-box thinking is encouraged in the different processes involved in compiling and composing this alternative index.
The attention to detail in devising the alternative index.
The ability to 'put yourself in the shoes' of the stakeholders who will use this alternative index.
The potential challenges which may be encountered in any part of the process of preparing this index.

The winning team of this portion of the competition will be announced on Sunday, 4 September 2011, during the Finals which is the 2nd day of the competition. The winning team will be awarded the special prize of RM600, a Certificate as well as invitations to the ICMS Industry Roundtable Discussions hosted by KPMG and Citibank.

All 16 teams which have been selected to take part in the semi-finals are REQUIRED to submit this essay. Some of the research which will be done during the writing of this essay MAY be useful during the two-day competition. The other 22 teams which were not selected to take part in the semi-finals are also invited to participate in this essay portion of the competition. The results from this portion of the competition, WILL NOT have a bearing on the overall winners of the MPPC Residential Challenge.

Malaysia Public Policy Competition 2011 Semi-Finalists

After an intensive week of deliberation by the Organizing Committee, we are proud to announce the semi-finalists of the inaugural Malaysia Public Policy Competition 2011! Teams were selected based on a university-blind policy by a team of 9 people, taking into consideration both submitted essays and CVs. It was indeed a difficult process to shortlist 16 teams as we received very strong applications from all 38 teams.

The semi-finalists are invited to contest in the UCSI-ICMS MPPC Residential Challenge held from the 3rd September 2011 to the 4th September 2011 at UCSI University. Accommodation and meals will be fully provided for, courtesy of Corus Hotel and UCSI University. All team leaders will receive a confirmation email regarding their results of the preliminary round on the 10th August 2011.

Why do you wish to join MPPC 2011?

We are incredibly excited about the opportunity to join the Public Policy Competition for several reasons. Since we were in high school, the 4 of us have always spent time together discussing (sometimes rather heatedly) the contemporary issues happening around the world. This has lead to us frequently teaming up for debate competitions. In retrospect, being unable to actually do anything about the issues we so passionately discussed has made us even more passionate about an opportunity to get our voices heard and listen to the other opinions that are out there. What better platform than this unique competition?
This competition is definitely one of the first of its kind. Not only does this competition have a fresh format but it represents a daring step in educating Malaysians about their political and civil rights, empowering youth and strengthening political and civil awareness. On a more personal level, as truly loyal and patriotic youths, we feel compelled to cherish, celebrate and support this effort. We also strongly resonate with the notion that as the youth and future leaders of the nation we have a responsibility to support the competition’s cause, and bring about positive change in Malaysia for future generations. On top of that, we also believe that this is a step forward for ourselves. A step forward from only discussing and debating about policies among close friends, to openly advocating beliefs among the community of young leaders in Malaysia and trying to learn the technicalities of making a real policy. Hopefully, after the competition we can be more perceptive, mature, and politically aware Malaysians.

Why do you wish to join MPPC 2011?

When we speak of politics, we are quick to point out the flaws made by the very people whom we elected to represent us in the Parliament. We lament very easily about how things should have been and how the system or more precisely, how a good governance should be practised. What we do not see are the difficulties faced by the lawmakers in policy making as they struggle to strike the right balance to meet the needs of the people from many different backgrounds and intellectual capacity that make up the Malaysian psyche.
Being the young generation of today, we demand for changes in the manner we govern this country and manage its society. And we demand it fast. The four of us in a team are from different backgrounds with our own share of experiences but we have one thing in common. That is to see to it that Malaysians receive what they deserve without being left out in the course of development. We want to stand for the people’s rights and for what is righteous. We believe it is important to look at ourselves in the mirror and be truly certain that we are being the most honest and dedicated leaders we can be. Why do you wish to join MPPC 2011?

Firstly, by joining this competition we hope to enrich our education. The issues being addressed by the policymakers are often complex, controversial, and of great consequence. We believe that our participation in this competition will enable us to address these issues within a safe, simulated environment where suboptimal recommendations will not harm anyone.
As intelligent, politically conscious Malaysians who have a vested interest in the future well-being of this country, a more complete understanding of the inner workings of policymaking will be invaluable. Secondly, we are drawn to this competition by the prospect of introducing our ideas to national discourse, thereby enriching all Malaysians. We bring to the table a basic understanding of international relations, economics, philosophy in ethics, constitutional law, environmental concerns, political theory, applied technology, psychology, human rights and domestic political dynamics, among others. This comprehensive range of interests is tempered by optimism, a global outlook and a willingness to examine our own opinions critically. We also take into consideration that the realities of Malaysian politics may permit only intermediate solutions. We believe our policy recommendations will be noteworthy because of the breadth and depth of our convergent and complementary interests. Nonetheless, our ideas must ultimately stand on their own merits. Finally, we hope to inspire our peers and rid our generation of its apathy. Though we are the future leaders of Malaysia, the general feeling is that Malaysians our age lack the ability to meaningfully influence the nation’s destiny. Apathy among young Malaysians stems from the twin roots of ignorance and disillusionment with the political process. Our participation in this competition will combat both of these causes, as not only will we be examples of young Malaysians speaking out and being heard, but our message will be one that young Malaysians can understand, relate to and support.

Why do you wish to join MPPC 2011?

Public policy is a major field which affects every member of society. No one can escape the long arm of public policies decision undertaken by our leaders as the effects of these policies inadvertently affect our freedom and our lives. A nation’s wellbeing and progress is always reflective on the type of public policies it creates and enforces.

As a team, we recognise that even though the government is empowered to make laws and public policies, it is the will of the people that give these laws life and vigour, and that is the very cornerstone of a beautiful democracy. Unfortunately, we believe that there is a severe case of political apathy that is plaguing the nation which translates into a deficiency of public discourse on policies. This pernicious problem takes away the drive and motivation for people to advocate, to criticize and to push for policies that is needed for a better society and for the advancement of the country. We also believe that Malaysia is currently lacking one of the strongest check-and-balance mechanisms in a democracy; public criticism towards policies. Joining this competition allows us to be a part of the profound process of public discourse as it provides a platform for us to exchange fresh ideas in a competitive and intellectual environment. As law students and debaters, we believe that we are capable of proposing viable suggestions to solve the ailment that the country faces. Why do you wish to join MPPC 2011?

We are four youths who have already decided that we would like to pursue the path of law. We aspire to be our nation’s future lawyers and legislators, especially in areas concerning the general public. Therefore, we view this competition as a stepping stone for us to be exposed to the policy making process in our country.

Often we know of people who are dissatisfied with the nation’s policies, believing that he or she can do a better job. However, after doing the initial research for the policy questions that were later on removed, we realise that for a national policy to be enacted, it concerns far more complicated research and procedures than merely taking into account the sentiments of the people. The far-fetching consequences and benefits ought to be taken into heavy considerations. Our planned policy, as college students, concerns the education sector. We hope to expand our public tertiary education sector into the international market, bringing in extra revenue to the government and economy as well as inspiring confidence in Malaysians to study locally. We think our suggestion can simultaneously improve our economy and tackle the brain drain issue that is plaguing society. This competition has driven us to look into problems concerning our society and will no doubt give us the motivation to pursue our idea. We believe that our policy can be further developed and we really hope to be able hear further suggestions for improvements. We want to join this competition to learn what we can do for Malaysia and to know more ideas from other individuals. It will be extremely encouraging for us to know, via this competition, of other youths who are concerned about Malaysia’s future and how we can play a role in improving its conditions.

Why do you wish to join MPPC 2011?

Our primary reason for joining is that we love our country and we wish to personally take part in promoting and accelerating the awareness in politics, education and public policy formulation among Malaysians, especially those living in rural areas and have little access to balanced and independent news. There are many values that we must have the honour to defend and have the courage to fight for. Justice, transparency, human rights, citizen rights, media independence, unity, anti-racism, integrity, prosperity, democracy; These values are gradually fading in importance and some are already lost in the system of governing today.

As always, we criticize, comment and agree by holding to our standards strongly when dealing with the public policies. However, as an individual, we cannot make a significant impact. We have to find means to speak out in order to improve public policies at the state and federal level. We want to get a chance to suggest and implement our ideas by finding out the best possible solution through exchanging ideas, discussion and debates, as it helps to train the current and future leaders like us to think critically about our values and attitudes to meet the needs of the next generation of Malaysia. It is a platform for us to work out practically and effectively to get the public attention with a hope that more Malaysians would be concerned about public policies and learn to think critically without being influenced by dirty politics. We want the Malaysia government to be accountable. We want to bring hope for the people staying in Malaysia and also those migrating overseas for a better future. Why do you want to join MPPC 2011?

Malaysia has been touted as an exemplar of a modern Islamic democracy and racial harmony, but it has become increasingly hard to overlook the problems which are plaguing our nation, including rampant corruption, a widening rich-poor divide, and lack of faith in key public institutions. To make matters worse, restrictions to freedom of speech and conscience have led to an obstruction in the process of democracy, or what John Rawls calls ‘The exercise of public reason’. Rather than a public dialogue on issues of national interest, our political consciousness has become limited to sex scandals and racial baiting. The general perception that questions of politics and public policy are dirty and irrelevant to our daily lives has led the Malaysian public into a slumber of apathy and resignation. Nevertheless the importance of good governance cannot be disregarded as Malaysia faces a rocky path into the 21th century.
In ‘The Origins of Political Order’, the political scientist Francis Fukuyama writes that ‘Poor countries are poor not because they lack resources, but because they lack effective political institutions’. In order to make our political institutions effective, a national dialogue on issues that concern us all has become increasingly crucial. We hope that by joining MPPC 2011, we will be able to make our contribution towards that dialogue. Our team is made up of a diverse group of individuals which include award winning Model United Nations delegates, national debaters, mooters, political interns, student leaders and activists who share a common belief that the youth need to be involved in the discussion and creation of our public policy. We thank the organizers of MPPC 2011 for the construction of such an unprecedented platform, and we look forward to engaging our peers in a constructive discussion that is badly needed in all levels of society.

Why do you wish to join MPPC 2011?

Our cohort has often been accused of apathy and naivete. In fact, many today believe that youth is often wasted on the young. We think that is a little premature. All four of us are often direct consumers of big problems that need fixing, yet we have also dabbled in public policy one way or another. So why are we here? Simple: something needs to be done.

It is said that in Malaysia we have many armchair critics - a sport that we revel in. An unrealistic expectation of public policy is often the prime culprit. We too, have not been spared. We often yak away over mamak sessions, but without an appreciation of the subtler nuances and complexities that often surround every given problem. We believe this competition denies us that luxury but gives us more value in its stead. We want to bounce ideas with people from the field. Whenever appropriate, tell us that we are crazy, or that our ideas are downright fairy tales. Show us a perspective that we have not considered. Win or lose, we would rather learn it now than later. Most importantly, we trust this competition will give us a platform to be heard; one in which we can crystallise our disparate ideas into concrete plans that are publicly recognised and acted upon. Many have said that the future of Malaysia belongs to us - perhaps it is about time we take that responsibility seriously. We may not have the answers to every problem - but no matter! What does, though, is that we begin to engage in issues that truly matter to us rather than being a mere spectator. If this is a clarion call for us youths to stand up and be accounted for - - very well: here we are!

Why do you wish to join MPPC 2011?

“By definition, a government sometimes has policies, but nothing more.” - Albert Camus We as youths believe that this nation was founded upon noble principles of integrity and democracy. Unfortunately, throughout the 53 years of nationhood, we observed that certain principles have been mishandled in the name of personal and political gain. Therefore, we strongly believe that it is our duty to utilize our intellectual resources to propose alternatives through a viable channel which is through this competition.

We believe that this competition serves as an excellent platform for exchange of thoughts and opinions with fellow Malaysians who believe in carrying the same burden to mold a better Malaysia. Moreover, as our thoughts have been largely constrained to only cyberspace, we wish to amplify our solutions to various problems to a broader public perspective. A case in point of our concerns will be that of the brain drain which is getting acutely serious day by day. As youths, we have personally experienced the trend that has encouraged most of our highly educated peers to find solace abroad due to crucial shortcomings in our national policies. Therefore, we believe that the government holds an obligation to undertake strategic approaches to remedy the mentioned issues gradually. Another example can be reflected on the case of aborigines huddled in miserable conditions all over Malaysia. Instead of granting them equal opportunities as citizens of Malaysia, the government has paid them little to no attention, permitting them to succumb under the chains of oppression. Moreover, we have largely observed the draconian exploitation of their rightful lands, in which they’ve resided on long before the days of the Malaccan Empire. We reckon that this shouldn’t be. These are two of the countless concerns our team harbors. We have our ideals and we want to be heard.

As youths who stand up for various rights, we have heard and seen aspects of legislation and policy in the country that is in dire need of reform. However, it is not public knowledge to know the processes involved in the formation and implementation of a national policy. This competition allows us to return to the utilisation of public policies as a means to maintain social order and uphold basic rights in the society for the betterment of our country.
The conception and implementation of public policy should not remain esoteric. We the youths especially need to know how these guidelines which cradle legislations are formed hence thereafter strengthening our credibility to express our views on how the political wave front of the country should progress in a more critical and specific manner i.e going beyond stating the problem by suggesting how to solve it as well. Moreover, this competition would give us an insight into the need of prudent and impartial criticisms when it comes to policy reforms which are often demanded by the public ;which may not be the best for our nation when lesser known quintessential factors are not accounted for. We would hence be considerate in our criticisms and evaluations of current public policies. Most importantly, as students from different studying different disciplines, this competition is the golden opportunity for all of us to learn about policy making from credible professionals. It is crucial in our discernment on how we play a productive role in the political scene of our country. Why do you wish to join MPPC 2011?

Anthropologist and anarchist David Graeber argues that "policy is by definition something concocted by some form of elite, which presumes it knows better than others how their affairs are to be conducted". While we recognize the truth in Graeber’s assertion, we believe that well-managed policy can help to maximize welfare and efficiency in a world of resource constraints. No individual within society has full access to the information that could affect how he or she conducts affairs, whether individually or corporately.

As such, the policy-making elite must aspire to formulate and implement the programs that best approximate the sum of the allocation choices that each member of society would make if given knowledge of all relevant information. We appreciate both the enormous complexity of policy-making and the enormous need for rigorous and democratic public stewardship -- not least in a country as richly diverse as Malaysia, poised on the threshold of development but caught in numerous domestic and international challenges. As students who have spent time abroad but remain deeply committed to their homeland, we anticipate that the Malaysia Public Policy Competition 2011 will be a meaningful opportunity for us to learn more about the capacities and tradeoffs in policy-making today. Through stretching ourselves on the case scenarios, hearing from expert speakers and judges, and interacting with gifted peers and from different backgrounds, we hope to hone our senses of how our varied experiences, passions, competencies and academic training can contribute to the public policy landscape in Malaysia.

Why do you wish to join MPPC 2011?

While we believe that this competition bring to us the insight of the making of public policy , we want to take this golden chance to discuss the impact of implementation of a policy on the various societies of the nation, and the domino effects it carries on other policies.

During the process of policy making, we would like to refine the involvement of both human resource and public funds to achieve its optimum production function. We learn to contemplate each and every aspect while outlining and implementing a policy that is beneficial to the Rakyat. We learn to respond to criticism of the policy, how to convince populace, but not persuading without firm and logical reasons. To cite an example, if overall subsidy reduction can save the country from bankruptcy but low income group might be adversely affected by the price hike, we would set up a perk scheme only just enough for them. Moreover, we want to sort out the problems that will arise during the process of implementation, as well as routes applicable as solutions to the problems, such as financial crisis as well as when cronyism and corruption creep in. Certainly, we have to ensure the policy made will benefit people from all walks of life irrespective of creeds and colours. We may devise mechanisms to monitor the drafting and execution of a policy throughout the whole process so that no one will be marginalised in the process of implementation. Furthermore, we will be utilising the golden chance to exchange ideas with top academicians and key person. In the meantime, from the competition, we will understand much better the role of an accountable policy maker, so as to build the character and qualities desired to shape a good leader to lead the people in the future.

Why do you wish to join MPPC 2011?

All four of us have always shown a keen interest in the going-ons within our homeland despite having three of us gone overseas to study. Amanda is always lamenting and nitpicking on the flaws of current governmental policies, especially that which relates to education and healthcare. Ser Siang is an economics whiz and has an eye for analyzing various economical policies be it within the country or beyond. Alex has been spotted gulping down books pertaining to healthcare policies around the world ‘during his spare time’ which just so happens to coincide with his study break. Qayyum is a musically-inclined biotechnology student who has substantial exposure in looking at two contrasting sides (music and science) of the same coin and is fascinated by politics (also, he's the only one who's been home to witness recent events in the Malaysian atmosphere). We may be interested in different aspects of policy-making and governing but what unites us is probably the belief that there is room for improvement in Malaysia and that we have our own interpretations as to what these improvements should be.

The only problem is, none of us know exactly how policies are made within the country. And yet, we criticize, complain, nitpick and talk about implementation of new policies as though it is as easy as waving a magic wand. Hence, this competition appeals to us because it teaches us how things can be done and not just be said. We hope that we’ll get to learn more about the limitations to implementing policies and the boundaries that can be tested in making them. We hope that it’ll stimulate our brain juices to churn out constructive ideas that may be helpful to the country and its people. Last but not least, we hope that we’ll inspire and be inspired.

It takes more than just courage to speak on behalf of the public. The public’s wishes and agonies are crucial bits in creating the policies that govern society. Being the children of civilisation, the illustration of the desperation of people differs from one context to another. More importantly, civilisation teaches us to channel our thoughts and sentiments to legal and recognized avenues in the quest of penetrating the correct answers. Here’s where all these elements are combined perfectly for the benefits of the masses - public policy debates.

Some people may think that debate is just an activity where a talkative bunch tries very hard to sound smart. They may be right. But underneath it all, the ability to express opinions and engage in intellectual discussions can spark more ideas. These ideas later on shape the minds of the society and impact on the norms that guide lifestyles. This is the point where governments all around the world acknowledge the existence of these ideas and appreciate the values that they carry in the hearts of the society. Hence, changes can be made vis-à-vis constructive debate sessions in a productive and healthy environment. The Malaysia Public Policy Competition is a platform where we believe we can achieve a collective goal. Realizing the importance of public policies and the place it holds in the hearts of the people, we have to embrace this effort to materialize the suggestions that young minds have to offer. Why do you wish to join MPPC 2011?

Competitions, be it ballet or writing, have one aim: to find the best of the best and hence bring society to the next level. Following that concept, we believe the Malaysia Public Policy Competition shares the same aim- to form ideal policies that promote Malaysia’s development. We are eager to come aboard simply because we are the youths of Malaysia.

Us ‘kids’ have been educated and exposed to great revolutions in the world at large. We dream of, and expect change. As Malaysians, we want our country to be among the top in the world, and for its citizens to benefit from its growth. How? Through the policies this country makes. We recognize the importance of introducing and reforming policies to a democratic, sovereign and developing Malaysia for active and comprehensive progress. From policies on education, infrastructure to the economy, we love how they mobilize action by clearly outlining the roles different stakeholders play. We believe in the process of identifying problems, analysing the different factors involved (such as limited resources and priorities), as well as weighing and advocating solutions. For us, the end result- ideal policies- would address the needs of the masses from all ages, cultures, geographic and socioeconomic backgrounds. Society should let its voice be heard so that policies can better represent the will of the people. Youths especially, should stay updated, speak out their opinions and participate more actively in policy making. We join Malaysia’s quest for the perfect policy. Together with so many brilliant young minds, we are excited to be part of an exchange of great ideas, comprehensive analysis and constructive criticism. At the end of the day, it does not matter to whom an idea belongs to. Instead, what matters is how far we can make an idea go.

Why do you wish to join MPPC 2011? :

In the current climate, the need for good and democratic governance can no longer be underplayed. Once the dust of the election storm has settled, the work of a new administration begins. And this sets the course for which the country will be heading for the next couple of years.

Here, we will see policies come and go. Undoubtedly earlier challenges such as economic instability, lack of adherence to human rights and climate change have yet to decimate and continue to be on the top of our country’s agenda to mitigate. From our observations, what has been consistent in these policies is that they are put in place without taking into consideration the voices of the public. It is not enough for governance today to speak only of governments; it must also speak of citizens. Public policies must be democratic, inclusive and encourage participatory undertaking which are reflective of the values of our constitution. Free and informed consent, being the touchstone of a democratic nation, should not be sidelined by political considerations. There must be check and balance. Furthermore, our public policies must also withstand the extra-territorial factors. Other states around the world are fast gaining their economic edge and we cannot afford to be left behind. And states which face their own conflicts may affect us too. As we seek the best relief against far reaching crises affecting the nation, we understand that it is difficult to balance between competing interests. Hence, our participation in this conference enables us to understand mechanisms in dealing with these challenges in policy and law. The conference will inspire debate between participants with different backgrounds. It is our hope that the competition will be a steep learning curve so that we can contribute to the development of Malaysia.
